Size up

My daughter is 11 months old but I got her size 18 months for summer clothes. She currently wears size 12 months. These shorts are incredibly snug. She has chunky thighs and they are way too tight for her. I would size up or pass altogether with these. They are very cute though. I don't have issues with the leggings but just their shorts are snug on babies who have thicker thighs.
